This is an outfit, that plays on the simplicity of the "prep" school girl look. I turned it into a more formal, yet high fashion type of look. The blouse give's it a feminine feel along with the high heels and the matching blazer. all of which is paired perfectly with a pair of sheer tights, and a plaid skirt to match.
 
I would style as that in the picture, hair simple. Make-up a little dramatic and smokey. It's bringing chic to a whole new level.
